I would not bother with your speculation about the underage victim. However the teacher, who is the subject of this discussion, would still be just as gone.
Even if there was no systematic cover-up for sexual abuse in the public schools, the way the Catholic hierarchy covered up for priests and church officials, the gender stereotypes of masculinity I would think would have made it very difficult to allow for male rape victims in that era to come forward. Even more stigmatizing than it is today and as this case shows male survivors of rape and sexual assault are still less likely to report the crime out of a perceived lack of social support.

If you want to talk about male victims coming forward you can start your own thread. This thread is about a perverted teacher who victimized a student. This student did come forward and his parents are being victimized by those who support the deviant victimizer.
Like you, the person I originally addressed also seem more interested in talking about the victim and his belief that the perpetrator received unfair punishment. The victim did not commit a crime. My comments were about the deviant teacher and the disgusting way his supporters have gone after the victim’s family.

Legally, you are correct.
As many a parent can attest, once the hormone storm strikes, keeping a “minor” out of sexual situations is a sufficiently demanding task as to cause no end of parental anxiety.
For the above reason, society married its young members a few years after the hormone storm struck.
We outlawed several thousand years of societal experience and arguably have not yet devised a better answer to the problem.
PS Enabling a swarm of legal, judicial, and assorted social work trough feeders has seemingly only exacerbated the problem of “Sexy too soon, mature too late”.

The article says 8th grade which means 13-15 with 14 the most likely age.
