This is the same Cass Sunstein who proposed that the government should hire paid trolls to counteract "conspiracy theories" (i.e. anti-government speech) on the Internet:

I guess the theory that the government is trying to sabotage the discussion is one of those "conspiracy theories" that "have turned out to be true".
