Not only does that let them off from a ‘hate crime’ but there's probably no punishment connected to it on the books.
"Ethnic intimidation" does not "let them off from a 'hate crime,'" it IS one of Pennsylvania's 'hate crime' laws. It's just the legalistic term for committing a crime against someone based on their race/ethnicity/etc.
The police DID classify it as a hate crime. “Ethnic intimidation” is just the legal name of one of the PA hate crime statutes.
No effing idea, but here's a couple hundred clues.
