My thought - They could have ‘made’ up any reason to detain her.
Several years ago I checked in my jurisdiction and it appeared that a cracked windshield was an infraction only if it impaired the ability to see the road.
If the SS (Special Security) tried to stop her for that they would have to have made a case that vision was significantly impaired by the crack.
