The U.S. military, struggling after defense cuts of tens of billions of dollars, will be unable to pay for attacks on Syria from current operating funds and must seek additional money from Congress, according to congressional aides.
President Barack Obama, meanwhile, said on Friday he has not made a final decision on a military strike against Syria. He sought to play down both the scope and duration of the anticipated punitive missile and bombing campaign.

Setting up for blaming the sequester
Maybe they’ll put on a big performance to raise funds.
Obama was heard to say after the news: “ Oh crimminey, and I really, really wanted to bomb something over there real bad too”
It is not clear from the article exactly who set up the “Congressional aide” to carry their message. We can be sure it is not an accident.
We know the Democrats would never do that as part of creating an excuse for Obama to do what he does best: nothing. And second best: blaming others for his failures.
America can’t afford to stop other people from being themselves. Arab oil states can hire mercenaries to intervene in Syria; oh, wait — the ones with money don’t want Al Qaeda in power next door.
Congress owns the purse strings, so they can say no. I hope they do.
