The Ocean Power Technology buoys do not have a water turbine so sea life isn’t going to be churned through the mechanism. See their PDF handout or read the Wikipedia article. I don’t know what the problem is. This installation is not multi megawatt sized but around 45 kw, suitable for a small fishing village. Te advantage of ocean wave over wind is tat sea heights are predictable up to 72 hours in advance and are steady trains of waves of known height unlike wind gusts..
