Bombing another country is an act of WAR -- even if it's a "limited and narrow action", and there are "no boots on the ground".

The Japs found that out in 1941.

That’s precisely the precedent I was thinking about. They didn’t want a war with the U.S. — just wanted to take you out of the action for a while. We know how that “limited and narrow action” turned out.
