Test launches are generally well announced in advance. There are maritime warnings to ensure ships aren’t in the target area.

It’s unlikely anyone would attack Syria with ballistic missiles. Generally, ballistic missiles have high yield warheads. That’s like shooting a fly with a Remington 12ga. Cruise missiles have small warheads and destroy the target by exploding directly over it. Nobody’s likely to have the targeting information necessary as any target worth hitting will be well hidden by now.

Ballistic and cruise missiles have the same general range in payload. Conventional warheads are between 1000 and 2000 lbs.
