Seems like a case for Judicial Watch? How can a law be enforced selectively?

Judicial Watch is considering litigation challenging President Obama’s rewriting of Obamacare. Specifically, President Obama has unilaterally rewritten the law to delay the “employer mandate,” which was scheduled to go in effect on January 1, 2014, for at least a year. At the same time, he did not rewrite the law to delay the “individual mandate,” which requires nearly all Americans to have Obama-approved health insurance by that same date or pay a tax penalty.
Chief Justice Roberts was persuaded to vote to affirm ACA and stated is was because the mandate penalty was explicitly a tax. Now theOne is excusing preferred groups from a lawfully-enacted, constitutional tax. One wonders from where he believes this power derives and what other taxes he believes he can unilaterally negate.
The 0 supporters are getting preferential treatment, er, subsidies and/or exemptions, on the backs of non-Union/non-0 supporters.
