I don’t understand why they wouldn’t let the concerned bystander take the poor dog to a vet. It makes no sense to me.

“Official” answer would likely boil down to something like fear of lawsuits.
Those who are spiritual will see, it’s the work of Satan. Satan does his thing by obscuring God’s light and love more and more and more.
The weapon to fight back with is the exaltation of God. We can’t let the trees distract us from the forest, or the Master of the forest.

However it’s also on the end of a chain held by God. This is one of the devil’s buffaloes, that he is a lot larger and a lot more free than he really is. God will let the devil tell all manner of lies. Whether we are intimidated by that is up to US!

A potential lawsuit would have made them responsible for the vet bills?
They wanted to make sure there was no evidence of the horror they’d committed?
