Probably because he is expecting Pelosi to be Speaker.
His uselessness will continue as he rides out his time....there is no representation of the people in Washington...musical chairs is the game!
At the rate the Republicans are going, he probably isn’t going to be in a position to be speaker anyway. He needs to step down now to give the Republicans some chance of retaining the House in ‘14.
