During the time of his community organizing days, it was really easy to be a community organizer. First it wasn't as dangerous as in the civil rights era of the 40s-60s, where activists could have been and sometimes were lynched. It was during the time when all of the hard battles had already been won, and the opposition, whatever that was, was used to rolling over and giving activists whatever they wanted. Second, community organizers usually didn't fight actual adversaries, but other left wing interests, like teacher's unions, city governments, etc. So really it wasn't negotiating against competing interests.

The first time he ever had to negotiate against competing interest groups is when he became president, negotiating with Congress and other nations. In order for the president to be successful with these groups, he needs to find win-win solutions where both can feel their interests are satisfied. But he has no skills to do that. This is why is just trys to go around Congress and do whatever he wanted anyway.
