Why not just impose a 10 percent tax on drug revenue — a sin tax — coming over the border to the cartels?

Peña Nieto began his term with a campaign to bust up the industrial monopolies that dominate and stifle the Mexican economy. He and the national assembly are in the process of privatizing Pemex, the state-owned oil company, with U.S. companies included in the bidding.
