(3) An unauthorized political committee may include the name of a candidate in the title of a special project name or other communication if the title clearly and unambiguously shows opposition to the named candidate.

I'm not a lawyer, but I have successfully prosecuted four civil suits in US Fedrool Court. I didn't stay at a Holiday Inn. I just spent time in the Library of Congress and got help learning the research rules. Three were torts, and the fourth was a civil action against the State of WV and Gov. Manchin. I was a candidate for State Senate in 2008.
It was initially dismissed due to improper filing, but the day after I resubmitted with the corrections, the AG called and told me I would get a letter detailing there agreement so it would be resolved and I could dismiss. They did, and I did!
I have his letter framed along with the first page of the complaint. I lost to one of the largest receivers of union largess. He outspent me 500-1. I still got 37% of the vote. I advertised myself as a "Tea Party Republican"... and the state Pubbies gave me nothing (but grief).
