That’s a good summation. You have obviously spent a lot of time in the real world and understand how managers cover their tracks. Nothing has to be written, or even said. The staff learns to understand what the boss wants, and what actions lead to rewards and recognition. Those who correctly “read” the will of their superiors receive favors and advance in their careers. To get along, go along.

Thats why it used to be typical to hold those at the top responsible for crimes regardless of the paper trail.

Unless of course those at the top are from the protected political class.

We are headed down a very very dangerous path.
