“They were relying on our command staff to make the right call,” another Capitol Police officer said. “Unfortunately I don’t think that happened in this case.”

Most unfortunate, however there is the possibility they were using caution in case the shooter was hypothetically supposed to be distracting the attentions of the Capitol Swat Team to provide cover for an assault on the Capitol. It’s a distinct possibility. Not all government is Keystone Cops.

This team was described as a 4 man QRF. If taking them (just four of them) to the Navy Yard exposed the Capitol to frontal assault, then their ops plan SUCKED.
