That is why it was incumbent on Boehner to listen to his House GOP, who desired to proceed with this.
What conservative members propose to do, is to proceed to fund other aspects of government spending (all of this without a budget,) by Social Security, Defense, VA benefits, keeping parks open, etc. just NOT funding anything having to do with Obamacare!

Balderdash. The House of Representatives alone determine which programs to fund and has seen the largest rise in government spending by going ahead and funding various "make-work" programs, that once in the budget, get an automatic 10 percent increase each and every year, even though they have long ago gone away, i.e. "Rural electrification" program established under FDR to run electricity into every rural area.
That's what first brought Newt to my mind as a leader who proposed, once he became Speaker of the House, to have "roll back Tuesdays," which would essentially roll back those programs that had long since gone away! Unfortunately, we got so deep into the Clintons and Whitewater, that everything ran off the tracks (not actually a bad idea for Clinton as nothing much happened but "Roll Back Tuesdays" became only a pipe dream!)
I know I've gone on way too into the weeds here but basically, unless the House funds it, it doesn't get funded and NO Obama doesn't get to pick and choose which programs HE wants to fund! Ronald Reagan would have dearly LOVED that idea but it never occurred to him NOT to follow the Constitution!
Again, are the contraception mandates then made null and void by defunding it? What happens when the Justice Department (different funding) then comes after these companies not in “compliance” with this requirement?
