I figured out the problem!!!!!
All of the gun laws for Chicago have been written in cursive..... those poor folks can’t read cursive.
All they need to do is set up ‘reading stations’ all over the city. Bring folks in from other states and have them read the laws aloud. In no time, most folks would know and abide by the law.... only the politicians would be left in the dark.
