I’ve been thru the mall drills for fire etc...and also thru a bomb alert. Let me tell you I will not be going to their designated areas...not by a long shot!
WI walked into my shift at work and asked what was going on...they said there was a bomb threat and dogs were going from store to store. I then said...Well why is everyine still in the building? The response was “we haven’t been dismissed yet”.
Let me tell you..I turned and went for the door..got in my car and drove away...told them going out I’d be home and call when the coast was clear.
I understood later that they had said anyone who wanted to leave was free to do...but most stood outside in the parking lot, and way too close to the building.

I've been in a plant with an explosion and fire; the ceiling tiles in my lab rose and fell in a wave...I grabbed my coat (it was winter and raining) and headed across the road...
Some years before, when I worked at another plant run by unethical management (they bought off people) with lots of fires, releases, injuries, and one cyclohexane "waterfall" when a line failed leading to a reactor...)I learned to ALWAYS, ALWAYS, ALWAYS carry my house keys clipped somewhere to my clothes, so even if I was separated from my purse, I could drive home and get in through the door.
Learning that the people in charge are frequently 1)ill-informed 2)passive 3)or just plain corrupt and that you are responsible for your own safety is a critical lesson.
