Florida is punishing by putting up roadblocks
message HC is a privilege not a right,
we are here to put up roadblocks

divided in State legislature
we came up with public private partnership bipartisan - to help implement the program
House, Gov and cabinet are preventing implementation of law
Florida has large number who need this law

Rick Scott contradicts himself
Focus on sandbag issues:
best way to defeat program - make sure no one knows about it
Gov Scott - restricting navigators - violate Hippa law
two: legislature passed bill - lowest rates possible
we must find a way to put aside differences and move forward with the law.
