They're not. It's the equivalent of our "relationship" with the Soviet Union during WWII.
They are, and denying it will not help matters. They’ve been doing joint military exercises ever since 2007 at least, and they have strong economic and even parliamentary cooperation. They even restarted through freight rail service in August of this year.
