Uhh, the ACA`s funding falls under mandatory appropriations, even in a govt. “shutdown” which we all know never really shuts down, and will not be defunded as much as the GOP could defund Medicade/Care or Social SEcurity.
Can you please explain how one session of Congress is bound by the actions of a previous session of Congress.
