IIRC, Burr announced that he would stand with the House and vote to defund obamacare.
That is the Cornyn, et al, phony claim.
Don’t recall Burr announcing anything on cloture. But if you read between the lines of what he has put out, looks like he’s leaning to vote FOR cloture.

My friends in NC are keeping a very close eye on Senator Burr. He is not invulnerable to the consequences of supporting Reid and Obama and their destructive Obamacare road to govt takeover of the health care industry.
