They can surrender because their primary voters surrendered before they did.
Difficult logic...the House bill defunded Obamacare, so no vote should have been allowed on it?
It’s a catch 22, to be sure, because to allow it to move forward then results in allowing it to be amended, but if there is no vote on it, then there is no vote to defund Obamacare, either.
