Elon Musk is African American. What do you expect? Elon Musk's father, Errol Musk was a South African engineer. I've been unable to find a photo of him but all evidence points to his being a white South African.
We have an "African American" daughter, blond hair, blue eyes, all ancestors either Caucasian or native American. However, she was born in Africa, therefore she is African American.
Is this the category of "African American" to which you refer or were you using the more popular categorization applied to American Negros/Blacks?

Yes, I think so. They aren't trying to land it back at the launch pad, it will still drop into the ocean. But they are trying to do so in a controlled manner, by lighting the engines again, and steering it down to the water. By the time it reaches the water, they hope it will be at a standstill.
They expect it not to work perfectly, because the radar on the rocket looking for the ground will be confused by the waves, but they are hoping the rest of the decent will provide data.

test the retro rockets that would be used to slow the
first stage enough for atmospheric entry.

We had problems with the radar altimeter on the CH-53 helo trying to maintain a uniform height while flying over waves. The ride was so bumpy that we had to turn it off.
I would have thought that by now someone had written a smoothing algorithm to give a mean sea surface. After all, we are assured that satellite data tells us that the oceans are rising at 3mm per year!
