But it doesn't have to be. Congress could have reformed health care using free-market principles. But instead Congress chose centralized planning.

Sort of like the way Stalin "reformed" Russian agriculture in the 1920's.

Oh, I agree. The easiest course would have been to do nothing. The day is soon coming when employers will no longer be able to afford providing insurance to their employees. Certainly not if the expect to compete globally. Once employer provided health insurance became extinct, people would have entered the insurance marketplace on their own.
