Yeah - and the WWII Memorial is an unguided, open-air memorial. I live close and have NEVER seen NPS personnel there.

BTW - The Vietnam Memorial was not closed off ...

According to the NPS website for the Viet Nam (and Korean) Memorial, it's closed. If you are there, of course I defer to your knowledge.

Here's a link to what appears to be vets going to the Vietnam Memorial and breaching the barricades there.

I can't personally say for certain, as it has been some decades since I was there, but I don't remember any low fences at the entrances to the ramps at the memorial, so those likely are NPS barricades.
