The police had an opportunity to shoot her before she left the barricade. That much is very clear in the video. Given the number of shots fired that missed after she left the barricade, (count just the ones in the videos if you want to limit the discussion) the police were either poor shots or too pumped up with adrenaline to be accurate. The woman was killed after she got out of the car, at which point the car was no longer dangerous to anyone. And that is the point I initially tried to make.
