The lowest. The more I read, the more I see a confused & lost mom who freaked out when she was fired upon by a plainclothes police officer after she bumped a barrycade.
In fairness, though, I don't understand why she didn't stop instead of leading the keystone cops in a roundabout circle.
I know the police were scared, but they were never fired upon!!!!! Why couldn’t they shoot out the tires or lay one of those strips across the road?

Panic probably. When you're being shot at none of them look safe or friendly. I really think that they killed a lost tourist and now they are left to spin a dialogue to cover their tracks.
If you had someone shooting at you and you did NOT know they were a cop, would you stop? She was from Brooklyn, I believe, whole different world from the center of Washington, D.C.
That was incredible. She goes around the circle and TWO cop cars follow her completely around the circle. I thought I was watching a RoadRunner/Wiley Coyote video
