Yes, to create a law is a one time vote. That is started and worked out by one committee.

That is not the same as funding the Government. A second, different committee works out how to spend money each year. If you do not have the money to run a program, too bad. The program gets zero dollars for that cycle.

Third, the President needs to spend the money. The Boarder fence is law, funded, and the President refuses to spend the money
