Not to in any way disparage the Navy Chief’s patriotism and dedication to service to his country, but the rank of Senior Chief is a high level enlisted rank while Captain is a senior officers’ rank.

Anyone who commands a boat or a ship is entitled to be called captain, regardless of their actual rank, this is true in civilian life as well as the Navy. For instance a Lt. JG in charge of an LST would be entitled to be called captain and would be called such by the men under him or her as the case may be.
