Here’s the problem. Healthcare.gov is falling apart, and there isn’t enough time to fix it before the expected big enrollment push in Nov (per Time Magazine).
Obama’s seen the enrollment numbers, and is probably looking for an out. He’ll probably give in to the GOP for a 1-year delay, looking magnanmous “for the bigger good” and buying time for the system to be rebuilt.
They can rebuild all they want, but many if not most are going to pay the fine and look for other options rather than sign up.
