The police acted appropriately, given the unpredictable circumstances. They did the right thing, given that some dozen people were recently killed by a maniac a couple miles away at the Navy Yard.

I agree. Fortunately, the police had the presence of mind to reach into the car and remove the baby before they executed the mother.
