The importance of the navigators cannot be understated.

Nor, apparently, can the intelligence of the author.

“The importance of the navigators cannot be understated.”

Yet the appropriations for the Navigators was abysmally low, and it was the HHS that divvied out the monies to prepare the Navigator programs, not the Congress.
List of Navigator grants:

New Jersey has less than 200 Navigators, for New Jersey’s working-age population of nearly 7 million eligible for ObamaCare.

The Navigator program was designed and implemented to guarantee failure. The nonprofits who signed up were the suckers at the poker table, all chomping at the bit to get in on that ObamaCare trough.

As a final note, the Navigator program is not a bad idea, it targets to facilitate subsidies to the most vulnerable people in society, to make sure the transition from the prior system to this quasi-Fascist health care delivery system doesn’t let the vulnerable fall through the cracks. The program was never designed for middle income Americans to use a Navigator to sign up.
