I thought the accusation against Nixon was more of an implied threat to use the IRS against his “enemies”, rather than it actually happening.

Correct. I can’t find any instance of any audits actually ocurring.

In fact, the IRS chief in 1972 told Nixon to cram it.

Correct.

IIRC the impeachment document used the word "endeavored" to do this and do that.

And I remember the Saturday Night Massacre.. IIRC his immediate staff were about the only ones to go along with Nixon against the Administration's enemies -- and there were some among them who turned against him. John Dean for example.

The employees of the MSM hated Nixon.. I recall TV network evening "news" when the entire show was about getting Nixon (Watergate).
