It’s Internet BS. That’s the kind of “official/serious” answer that is used to explain away objections or questions. It’s akin to “I could tell you, but I would have to kill you.”
The EBT system crashed because idiots were trying to do a weekend upgrade. I have been through that more times than I care to admit. They choose a long weekend because they think there will be less traffic. They don’t realize people on EBT don’t plan their purchases.
