Sen. Graham is pathetic. If the Republican controlled House does not fund obamaCare, it doesn't get funded. It's as simple as that. And there's not a thing the pathetic Obama or Reid or the pathetic Graham, McCain, McConnell, et al can do about it.

This is per James Madison's Federalist 58 - the constitution gives the power of the purse to the people's representatives in the House for the specific purpose of reining in a runaway chief executive and senate. It' our constitutional check and balance on unconstitutional expansionist government.

This slush fund is there EVERY YEAR because Reed (sick0) won't allow a budget to come out of congress. Cut off this $787 Billion, and the deficit would be less than they were during the GWB years.
