Many contractors for Healthcare.gov site seem to have been picked based on past government work rather than IT expertise.
The biggest problem with Healthcare.gov seems simple enough: It was built by people who are apparently far more familiar with government cronyism than they are with IT.
That's one of the insights that can be gleaned from the work done by the Sunlight Foundation Reporting Group, a Washington, D.C.-based nonprofit that focuses on government transparency. In a report filed this past week, the group examined why the system broke as horribly as it did: The contracts awarded to those who built it were, by and large, existing government contractors with "deep political pockets."
"All but one of of the 47 contractors who won contracts to carry out work on the Affordable Care Act worked for the government prior to its passage," the report reads. Some of the names ought to be familiar: Northrop Grumman, General Dynamics, Deloitte, and Booz Allen Hamilton, all of whom assumed different roles and worked on different aspects of the project.

I worked for GD under SAIC and Boing who were “integrators of integrators” which appears to be the concept they adopted here. In this concept, nobody actually has control over anything. Lots and lots of time goes to “management” but about 10-15 cents per dollar goes to engineering and product. (This is how the ill-fated FCS (Future Combat Systems) project went.)
The job should have gone to just one company and that company should have let subcontracts only as necessary. But the goal here (like FCS) was to spend as much as possible, not to get the job done.

It’s not just the website and its supposed glitches.
It’s the whole damn law. Who knows how many little planned glitches are in there only so that some politically connected person or group can come in and ‘fix’ them?
For a fee of course.
Some are saying they dont want the sites to work until after regional elections in November otherwise people will freak when they see their premiums.?.?
Well, as anyone who has ever worked under a government contract knows, this is exactly the case. Most of the those contracts, if not all, require bidders to first list and then have former government cronies/clients submit past performance questionnaires on their behalf.

Who is going to shut this abomination [Obamination??] down? What Inspector General, what Congressional Oversight Committee, what Federal Judge?
Everyone agrees it is a train wreck, including a lot of the pro-Obama Press.
Who is going to take the necessary action to shut it down? reasonable minds ask?
This train wreck is hurting citizens, families, as they struggle through a maze of inoperable code, because they want health care for their families, and because this is what they are given by Obamacare. How long will this travesty last?!? Who has the courage to SHUT IT DOWN!
When something has structural flaws, you do not fix it, you TEAR IT DOWN! Obama, tear down this Gateway to NON “affordable care” which is instead a Gateway to a nowhere of higher co-pays, higher deductibles, and a nowhere of real doctors with real cures.

The RINO saboteurs are caught in their lie. One has to assume it's because their corporate sponsors are making big bucks from this that they actually, behind our backs, want Obamacare.
And what does this mean? More money for corporate buddies, less money for actual medical care. From that reality alone, Obamacare can't be a good deal for consumers.
Botched? Its working as intended. The system is not designed to deliver health insurance. It’s designed to collect fines for not having health insurance. Why do you think the IRS runs it? They want the money. Period. The less people that can get insurance through their phony website the better. What is even better are the people that THINK they got insurance through the website. Boy, are they in for a surprise!
While it has been 20 years since I worked for Uncle Sam, I can recall 3 separate procurement incidents I was personally involved in (2 under Carter, 1 under Reagan) where patently INFERIOR systems were purchased due to political interference! This is commonplace at all levels of government!
I know of numerous horrible wastes of public funds over the years and, unfortunately..., I am no longer shocked in the least!

It seems the town had decided to erect a statue to some bigwig and the job had been sent out for bids. Three bids had been submitted. Charlie Flaherty submitted one for $1000. Tom Finnerty had submitted one for $2000. And Billy Bulger submitted one for $3000.
The Town Council calls in the bidders to interview them. "Charlie, how did you arrive at your bid?" Charlie says "I've done such jobs before and I know the costs."
"Tom. And you?" Tom says "It's a complicated job and I wanted to leave room for allowances."
"And you, Billy? How did you get such a high figure?"
"Well, I figured $1000 for you, $1000 for me, and I'd have Charlie here build the statue."
Billy got the job.

FEATURE.
HHS would love to have the contractors take the blame for this debacle. But, stop #1 on the blame train needs to be HHS themselves. They failed to define their requirements, frequently changed their minds about basic architecture, took on integration and testing on their own and were not qualified to do it. Even if the contractors were the very best on the planet (they probably weren’t), the result would have been the same. This one is a government screwup.
