Obamacare website was a no-bid government contract

Federal officials considered only one firm to design the Obamacare health insurance exchange website that has performed abysmally since its Oct. 1 debut.

Rather than open the contracting process to a competitive public solicitation with multiple bidders, officials in the Department of Health and Human Services’ Centers for Medicare and Medicaid accepted a sole bidder, CGI Federal, the U.S. subsidiary of a Canadian company with an uneven record of IT pricing and contract performance.

CMS officials are tight-lipped about why CGI was chosen or how it happened. They also refuse to say if other firms competed with CGI, or if there was ever a public solicitation for building Healthcare.gov, the backbone of Obamacare’s problem-plagued web portal.

Instead, it appears they used what amounts to a federal procurement system loophole to award the work to the Canadian firm.

Why would Team Barry open the development of the 0bamacare website up to bidding? They don’t believe in the free market or competitive pricing so it would’ve been hypocritical for them to do that. After all, the website itself exemplifies fixed pricing by Socialists, not COMPETITIVE pricing!

Follow the money...

Always. There's a pretty good chance that CGI sub'ed the whole job out to India for a fraction of what CGI was paid, kicked a huge chunk back to the Obama machine and banked the rest as pure profit. Out of the profit, generous campaign contributions will also be made to 'Rats who lubricated the deal.

C'mon, play along. Imagine this was Bush. The SBA would be out for blood, all those women- and minority-owned businesses that are supposed to be included in every damn bid to reinvent the wheel... they would be caterwauling. Where are these people?

I did some research.

CGI restructured in 2009-2010 as they were in bad shape.

Then, they bought Logica, Europe’s largest software provider to government for security and healthcare.

This puts security and healthcare data for most western nations with one company.

With those details on the opposition, how can liberals ever lose an election again?

I’d like to know what the “loophole” might be. There is something known as a sole source justification which must be signed off on by a senior official, SES or higher. If such a sole source justification was used, a FOI request needs to be made to reveal who signed it.

The fix was in. Since the plan was failure leading to single payer total government control of our medical system and lives, bidding was not needed. Meanwhile, the obama cronies pocketed our money, again.

Yeah, we need a careful accounting audit.
But what we’ll probably get is good ol’ Darrell Issa who will look things over briefly, then sweep everything under the rug with all of the other Obama outrages. If that.

this looks like something a bunch of college kids tossed together in 3 months of cram sessions.
