"Their votes are all well known since the Cruz filibuster."

I noticed that Johnson of WI was MIA the first time around, but showed up on the right side this time.

So if there were 19 before and there are only 16 now and some have switched sides, we need to have a list of those who have been consistent and especially a list of those who have deserted to the GOPe/'Rat side.

I understand agreements were being made that Rinos deemed vulnerable in both Houses will be given permission to vote against the deal to protect them from primary challenges. Yet Johnson doesn’t face a primary till 2016 so I don’t know if this explanation fits him. Or by MIA are you perhaps referring to Jeff Flake of AZ, who was attending a wedding during the first Senate vote on this issue?
