I'm surprised the government doesn't establish some sort of hate crime point system. The actor with the higher number of points would automatically be the victim of a hate crime.

White = 0 points
Asian = 1 point
Hispanic = 2 points
Black = 3 points

straight = 0 points
gay = 1 point
transsexual = 2 points

So if a straight black (3 points) gets in a fight with transsexual Hispanic (4 points), the Hispanic is the a victim of a hate crime.

No hate crime has occurred if it's a tie.
