The system will have to be kept simple, such as relabeling the existing healthcare economy without any change.
Then use that as a basis for charging them for violating the letter of the law in the ACA.

Yes. The only parts of the 'system' they care about are the smoothness of the public interface, the capture of your personal data and the voter registration. If the rest doesn't work it ain't no nevermind to them.

The good news: they'll get what's there now to work within six months
The bad news: the requirements are nowhere clearly defined and the system will be worthless.
Minimum time to get a system that is "defined" by 11,000 pages of regulations written by drug-addled elderly 1960s Marxist-Alinsky campus radical, psycho spoiled brats and their drug-addled ideological issue: two lifetimes.
