Boehner and the GOP leadership control the funds for electing or reelecting republicans to their seats and they sell the committee positions.
This is all about buying members out, or in the same sense having members sellout.
Issa is bought and paid for like so many others.

Wouldn’t you know, another variation of the old kickback scheme. The GOP gives money to their favorites and then the favorites kickback some of that money back to the top Republicans so that they can get seats on the prime committees. Of course being on certain committees can be very lucrative as they control lots of government pork and contracts.
