Reagan planted the seeds for the end by appointing Bush as his VP. Actually, that was the GOP-establishment compromise. They were ALSO virulently against Reagan (go figure, right?), and the only way Reagan could squeak through the nomination is if they sent their #1 Spook and best CIA handler in to keep Reagan ineffective in certain areas.
