No. The incompetent company was picked for other reasons. They just made sure that they understood that getting the contract meant hiring friends of the president.
And, with all the money sloshing around (they bought the company that saw Obama’s passport file, paid a billion for them right about the same time they were awarded this contract...) it seems likely the right pockets were filled. Again, as a condition of receiving the no-bid contract.

Let’s not lay all the blame on the tech firm. They may not have been the best possible choice but it’s not like they were told “go and do the site; come back when you’re done.” Someone from the government had to give them the requirements and someone from the government had to be in overall charge of the program. Having worked on federal projects in the past I guarantee that they were getting additional requirementa and changes in direction probably up to the day that they tried to implement. So the tech company may have done their part in screwing it up but I guarantee they were more than aided by whoever was in charge at HHS.

Shouldn’t there be some justice in this instance? There must be a paper trial of who approved what. Investigate, go to Grand Jury, go to trial, (if guilty) imprison, hang or deport.

I would bet that if you follow all the money you will find millions of dollars in kickbacks to Mrs Obammy. She just had to get her share don't ya know..... After all she is a lawyer and we all know the president doesn't know anything about it, so it just has to be her.

It depends on how you define “competent”. If “competent” means delivering a working website that does what the public was led to believe it would do, then, no, I suppose this could probably be judged incompetent. If “competent” means effective at transferring large amounts of money to political cronies without the slightest chance of anyone going to jail for fraud, then hell yes it was competent.
