Kathleen Sebelius has accomplished what the President couldn’t because he has no line item veto. In Wisconsin, the Governor has something we call the Franken-veto. IOW, the Governor can change a Bill by crossing out punctuation, single letters, whole words, etc. until the Act may mean the opposite of what the legislature intended. Democrat Governors have used this liberally. Republicans, not so much.
But, this has been prohibited to our Presidents. Kathleen has just used a work around. No wonder O won’t fire her. It’s all intended.
