Why is it that militarized police have much looser “rules of engagement” than our soldiers actively chasing down terrorists in Iraq and Afghanistan?

For example: soldiers have to keep their rifles pointed down towards the ground, while SWAT members keep their rifles pointed at men, women, and children, even lying on the floor; when an accidental discharge occurs ... oops!

Soldiers who kill a civilian are subjected to military courts, while a SWAT member will probably not be charged, and there may not even be a coronor’s inquest.

Conclusion: American citizens are treated worse by their police than terrorists by the Army.
