That's by Barry Blitt, who did the famous "fist bump" cover.
He's one of the few people at the magazine to do anything even remotely critical of Obama (though he's also gone after Bush and Romney and McCain).
Satire is a slippery thing and people will disagree about just who or what is being satirized and how harshly.
