How about clawbacks from the unions and union members ?
That would give them a stake in promoting the future of the city or state. Instead, all they want to do is rape the cities for whatever they can get now and to hell with what happens in the future.
Sure, clawbacks would be fine. Better yet, though, public employee unions should be outlawed— at every level.
Understanding the dynamics:
Because unions (FOP, Firefighters, AFSCME) represent a reliable voting bloc they are critical in certain elections (especially in the cities). The elected representatives negotiate labor contracts WITH THEIR BOSSES!! When the Mayor sits across the table from the guys who hold his political career in their hands, he agrees to as much as he can get away with without tar and feathering. CAREER POLITICANS AND EMPLOYEE UNIONS ARE KILLING US. Both issues need to be addressed. Term limits AND outlawing public employee unions are both required.

OUTLAW PUBLIC EMPLOYEE UNIONS AND IMPOSE TERM LIMITS. We need an end to career politicians negotiating with their bosses.

Some states are taking steps to avoid it; others are barreling forward anticipating a bailout from those very states.
