It’s the same computerized systems. The precinct in Pocahontas Va probably isn’t run by a Rhodes Scholar either but they get their numbers in on time. It doesn’t take 2.5 hours to tabulate the votes. Those numbers were being held.

Racial quotas mean that lots of black government workers are way underqualified for their jobs. Affirmative action supercharges the Peter Principle. This is why lines at urban post offices staffed by blacks generally take forever to clear whereas lines at post offices staffed by non-blacks seem to clear pretty rapidly. I expect the same mechanism is at work at urban polling stations staffed by blacks.
